You may also be able to download new content for your PC games, such as new maps, new units, patch upgrades, etc - which anyone could effectively write for the game, belongs as they have some know-how in computer programming - which allows for a lot of creative potential, whereas with the console game upgrades, you are only left to the manufacturer to make alterations.
The same creative argument can also lie with programmers, as they can have the flexibility to bring out a whole new game, source as the popular Counter Strike game, which is based on half life - but is free to download for PC users. Creating a free download based game for a games console is not as easily achieved.
